As Development Manager and Senior Vice President of HL Development Services Group, LLC, Mr. Richardson's responsibilities include coordination, management, and implementation of the planning, design and construction for all project development.
Since joining HL Development Services Group, LLC in 2001, Mr. Richardson has been responsible for the completion of construction of over 1,000,000 square feet of office, retail, and residential development. He has also assumed a Master Development Planner role with various cities and is regarded as an expert in leading public and private development efforts. Projects of note include City Center at Oyster Point in Newport News, the completion of Maersk Logistics Cross Dock Facility in Chesapeake, Virginia, The Mast Center including the Virginia Modeling Analysis and Simulation Center in Suffolk, Old Dominion University's Tri-Cities Higher Education Center, and the Mast One Building in Portsmouth, Virginia.
Prior to joining HL Development Services Group, LLC, Mr. Richardson served as the Construction Manager for the Norfolk Redevelopment and Housing Authority. In this capacity, he was responsible for procuring and managing master planning, the design of buildings and infrastructure, and construction of many of the projects that define the City of Norfolk today. These projects include Ghent Square, the Waterside Festival Marketplace and Marina, Town Point Park, Nauticus, Freemason Harbour, the Tidewater Community College Downtown Campus including the renovation of the Wells Theatre, the Smith and Welton Building, the Woolworth classroom building as well as the new Mason Andrews Science Building. He also worked on many residential developments including East Beach, West and East Ocean View, Middletown Arch, and the Church Street area. He was responsible for assisting Old Dominion University on the master plan and infrastructure development of University Village. Mr. Richardson was also in charge of the public/private efforts to plan, design and build MacArthur Center in downtown and coordinated the project within the City government and was responsible for all public infrastructures and landscaping around the project and managed the design and construction of the parking garages that serve MacArthur Center.
Mr. Richardson received his Bachelor of Architecture degree from Virginia Tech and earned his Masters of Architecture in Urban Design from Virginia Tech as well. He served as an Adjunct Professor to Old Dominion for over 25 years and is active in many community ventures.

Under Mr. Lindsays leadership, the Harvey Lindsay organization has grown into a multi-faceted commercial real estate services company employing over 80 individuals that work together to manage and lease over 8,000,000 square feet of real estate. The Sales and Leasing professionals are recognized annually as one of the most productive brokerage houses in the region. Mr. Lindsay brings his experience and reputation to the benefit of the Development Services Company as well. From his early involvement in Military Circle Mall and Coliseum Mall to the Waterside Marketplace and Dominion Tower projects to todays involvement with City Center at Oyster Point, Mr. Lindsay remains active within the Development Group. He is also active in many civic and community organization - he served for four years on the Norfolk State University Board of Visitors and was co-chair of the Old Dominion University Major Gifts Committee. Mr. Lindsays dedication to service was recognized in 2004 by Old Dominion University when he was awarded the Albert B. Buck Gornto, Jr. Regional Service Award.

CHIEF FINANCIAL OFFICER
As Chief Financial Officer for HL Development Services Group, LLC and Senior Vice President with Harvey Lindsay Commercial Real Estate Commercial Real Estate Ms. Ellis is responsible for the day-to-day financial management and accounting of the HL Development Services Group, LLCs development projects. Her responsibilities include Accounting, Human Resources, Management Information Systems, Marketing and Research, and Administrative Support. She manages all aspects of Corporate, Partnership, Development, and Property Management accounting including tax work for the various entities controlled by Harvey Lindsay Commercial Real Estate. Dawna Ellis graduated Summa Cum Laude from Old Dominion University in Norfolk, Virginia in 1986, earning a Bachelor of Business Administration degree with concentrations in Accounting and Finance. She was inducted into Omicron Delta Epsilon and Alpha Chi - honor societies for Economics and Accounting respectively. She received her Certified Public Accountant (CPA) license from the State of Virginia in 1988, and her Certified Commercial Investment Manager (CCIM) designation in 1993. She is a 2004 graduate of Leadership Hampton Roads.
Eric joined HL Development Services Group in September 2009. He will be responsible for cash management, implementation and control
of funding processes and budgetary planning for retail, office, mixed use, and
multifamily residential projects.
Prior to joining HL Development Services Group, he worked with Advantis Real Estate Services Company
as an accountant with the brokerage and construction service lines.
Eric holds a Bachelor of Science degree from Virginia State University, in Petersburg, Virginia.

As Director of Marketing, Eva is responsible for the marketing initiatives for Harvey Lindsay Commercial Real Estate and HL Development - currently focusing on City Center at Oyster Point, mixed use development project. Eva is a graduate of Cornell University with a Masters in International Development, and received a Bachelors of Arts from the University of California at Santa Barbara. Prior to joining Harvey Lindsay Commercial Real Estate she worked with the American Heart Association, and throughout Central and South America with various International Development Agencies, including United States Agency for International Development (USAID), US Department of Justice, and Catholic Relief Services.
